Henry Mander (and his fish hook mark) do not appear in any lists of Sheffield cutlery manufacturers. However, the name may refer to Mander’s Tool Co, which was operated by Henry George Mander (1877-1953). He was born at Chesterfield, the son of Henry John Mander (a baker and confectioner) and his wife, Flora Maria. Henry George became a pattern maker in Sheffield (which was his stated occupation when he married Getrude Annie Haynes in 1901).
